The Oil and Gas Portal is a secure e-commerce
system that allows companies to apply for a licence permit or consent
to operate in the North Sea, UK.

Companies can submit
applications on a wide range of activities relating to Hydrocarbon
Exploration, Production, Development, Decommissioning and the
protection of the Environment. Once an application is submitted,
a company can then retrieve, view and track its progress online. |

The challenge
|
Developed by Fivium, on behalf of DECC (Department
of Energy and Climate Change) , the Oil and Gas portal needed to provide:
|
- Cross-government integration
- High availability and reliability
- Commercial strength
- Security accreditation to UK Government Restricted Level
- An end-to-end paperless workflow
- A fully Open Source solution

The result
|
The Oil and Gas Portal provides the strategic architecture
and ongoing platform for the development of applications for the UK
Government’s dealings with the Oil and Gas Industry. Delivered
successfully to cost and schedule, it now has over 4,800 active users
in over 735 registered companies.
The portal has over 300 logins a day and is used by all major oil
companies operating in the UK, including ExxonMobil, Shell and BP.
In addition work flow involves access by a number of external organisations
such as the Centre for Environment Fisheries and Aquaculture Science
(Cefas) and Fisheries Research Services (FRS).

The portal has brought the following benefits to
the UK Government and Oil and Gas industry:

- One centralised system for all licence permits and consents
in the UK.
- Greater efficiency – providing a faster turnaround of
applications. Approx 250 flaring, venting and production consents
are issued each year.
- Increased productivity – less manual processing –
allowing teams to spend more quality time on the decision making
processes.
- Reduction in the environmental impact - with paper consumption
cut significantly.
- The issuing of legal documents electronically, with master documents
stored centrally.
- An organised and accredited electronic index to each company’s
transactions and management of changes and variations.
- Easily adaptable – new business processes and changes
in regulation can be easily implemented.
- Automatic data interface - web services seamlessly power integration
between the portal and the industry.
- Greater flexibility, control and scalability – adapting
to increased demands. The system has grown by over 90% in 2009 with
over 4,800 users and up to 300 logins a day.

The portal covers some of the following:

- Issuing seismic and drilling consents.
- Issuing production consents, such as flaring and venting.
- Monitoring oil and gas production.
- Monitoring field operations, annual field reports etc.
- Issuing environmental permits.
- Monitoring environmental incidents, oil spills etc.
- Managing the decommissioning process for oil and gas platforms
and pipelines offshore including the North Sea.
- Monitoring well operations, well work-overs, safe well closures
etc. (portal interfaces to system).
